It's not really Rose's theme, just the song from Doomsday but yes I also figured it's something to do with Rose. Maybe the Doctor finally gets to say Goodbye properly (and I mean finishing that damn sentence!) and so gets closure from his relationship with Rose? Which would be like the end.
