No he's ruthless because he has to be. It's set up that they need a
child RIGHT NOW and the one available is his. What to do? What to
do. Take the closest one




Jack will always do what it takes. He's lost most of it now he
has to lose it all

It as fitting. Doesn't mean I like it. But he has lost entire teams
before. Obviously he's lost ever one he ever loved even if he
only outlived them

He'll be back if only via DW

Yes, if he hadn`t been arrested and jailed after dieing he might well have had time to come up with another option that didn`t involve sacrificing a child.
